It seems that because Phlebotomy does physical damage, the projectiles hit rate depend on mobs Evasion/Block chance. Meaning that as a mage who maxes Spirituality and Vitality, you have very very low hit rating, so your Phlebotomy is useless because it is 99% of the times Evaded/Blocked by any humanoid enemy.
Its like Sparks, or Chain lightning would get dodged/evaded 100% of the time because you are mage but you dont have high enough DEX for your projectiles to hit.. Its bit of a bad design for the spell.
